The correct one is "Tom does not have a car" or you may use "Tom has not a car"

Not a teacher and native language is Thai

We do not spoonfeed the answers to homework questions, Ninth.

Refai was asked by teacher J&K Tutoring to make his own effort first. You might have had the courtesy to wait for refai's reply.

'Tom has not a car' is not a natural-sounding sentence.

Very sorry for not having the right manner and thank you for your comment and suggestion.

As for the question, my teacher used to teach me that "has not" can be used instead of "does not". Is the sentence "Tom has not a car" grammatical?

    Yes, it's grammatical, but as Rover_KE said it's not a natural-sounding sentence.
"Tom hasn't a car" is better but not very commonly used in modern English.
