[Idiom] None/Not That I Know Of

In response to the existence of something, two possible answers in the negative are

None that I know of.
Not that I know of.

Is the second answer an "incomplete sentence", since "not" is not a (pro)noun?
 
It's ellipted, as are very many sentences in normal conversation.
