    Default Who is To Blame?

    "Who is to blame?"

    Is the sentence missing some nouns? Would "who is the person to blame?" be the corrected version?

    But that isn't to say the longer version is wrong; 'the person' is just unnecessary. (I think Bhai reacted so positively (that is, negatively) because the expression 'the corrected version' suggests that the original was wrong - which it's not.
