(A) I took a morning walk and thought about your sentence.
(B) This is only my interpretation:
(1) There is a law (rule) number 555 - 666.
(2) This law says:
All people with red hair can have free ice cream every Wednesday.
(3) On Wednesday, you go to the ice cream shop. You say to the
lady: "It is Wednesday. I have red hair. May I have my free ice
cream, please?"
(4) She thinks for one second (not two seconds, but one second) and then says
NO. She always says NO (after thinking for only one second). For her, saying NO is
as natural as breathing the air. She never stops (except for one second) to think
about her decision. She barely (almost doesn't) think about her decision.
(5) You then say to her:
"Excuse me, ma'am, but may I please mention Law 555 - 666? It expressly
(clearly) says "All people with red hair can have free ice cream every Wednesday."
The woman looks at you as if you were crazy and walks away.

The moral (lesson) of this story:
All (I repeat: all) countries have some laws that the government and many
people ignore. And there is nothing that we ordinary people can do about it.
As the saying goes: "That's life" or "That's how the cookie crumbles."
