Unless I'm very much mistaken, the little girl is dead and her coffin is draped with the flag of the United States of America (the Stars and Stripes).

It could simply mean it happened under the jurisdiction of the "Stars and Stripes." The song doesn't seem overtly military, and flag-draped coffins are used for military funerals. I could be wrong.
