No, because then you have a double negative (and we all know about those!) It would read "She didn't not rely on me" and that's not grammatically correct.

We can't put 'not' at both sides of a sentence with a conjunction such as (and, or,..etc). Is that ok? Is one 'not' enough for one side?

You don't need "didn't"" twice either, unless you make it two almost separate sentences as you did in your very first example:

She didn't love me, and she didn't rely on me.

Remove the comma and your sentence is fine. The only omission is the word "he" before "didn't" - that omission is absolutely fine.

Review your punctuation/spacing. The comma goes directly after a word, then you put a space, not the other way round. Don't put a space before a question mark. Always put a space after a full stop.
