Default he drew her down on his knees

She went up to him and clasped her arms around his body awkwardly, with a gesture that had in it something barbaric.
    [...]
    [They are standing now.]
His anger vanished and he drew her down on his knees.

    (W.S. Maugham; The Pool)

I surmise that it should mean, as it were, 'he sat and made her sit on his knees'.
    Am I right?

    Thanks.
