With reference to the hot-meal services to the elderly by non government organizations(NGOs), the government can provide financial resources for NGOs having kitchens in their community facilities to provide these people with subsidized nutritious meal."


Is the underlined sentence too sticky or even wrong in structure?


Is the preposition phrase " With reference to " rightly used ( I intentionally mean take a guide from the hot meal services of NGOs?

But I wanna know if "In regards to" means "concerning"? If yes, Can it fit my intentions to means " Take the experience of the hot meal services for the elderly as a guide and try to use it in helping those people who cant cook and afford a nutritious meal "?
