Does this bar mean 'lawyers' association'? In the dictionary, I can only find 'lawyer's position'.

ex)He helped to found the Bar of the City of New York and played a key role in reform movements in the city and the state.

I don't know. The state, not an individual city, sets the standards for being admitted to the bar. Perhaps it just does mean an assocation for lawyers.
