Is 'good quality applicants' fine?
Immigrants have to be young, can contribute economically and can adapt to Singapore culture, say analysts.
Associate Professor Paulin Tay Straughan, a sociologist at the National University of Singapore, said: "If we’re talking about trying to attract 25,000 new citizens, then an important consideration would be, we want to make sure we attract good quality applicants.
Is 'quality' fine in the above context?

I'd say yes. Also, 'high quality' is the more common expression, though 'good' works too.

Would the following sentence be correct?
How to become high quality women? My friend has asked me this before and I said it is wrong until I read the sentence I posted earlier, so I am no longer sure.

I'm not sure what a "high quality woman" is. It doesn't sound very natural to me. Outside of considerations of dating/marriage, and even then it sounds kind of sexist.
