Default "in discussion" or "at discussion"

Hi, just wanted some expert advice on a query regarding the following sentence:

"... the dull mundanity of the issues ___ discussion."

Should the gap be filled by by 'in' or 'at' or are either acceptable?

Many thanks in advance for your assistance.

    Welcome to the forum, earlyamerican.

    I'd use 'under'
    Rover_KE and bhaisahab like this.
Context is important. Please provide enough for us to be able to deal effectively with your question.
Your thread title should include all or part of the word/phrase being discussed.
