when Dallas was calling her Terry Conchesty.

Is there any special meaning in Terry Conchesty?
Or Dallas was just teasing her with a similar name?

Terry is a nickname for Teresa.

It seems Dallas was making on comment on her breasts, her chest, perhaps making fun of either her large breasts or lack of development. It's hard to know for sure, though I suspect the former.

When Barb said "lack of development", she wasn't talking about Teresa's height - she was still talking about her breasts. She was either made fun of because she had particularly large breasts, or perhaps she had extremely small breasts.
I would assume the former simply because "con" means "with" in Spanish, so they were calling her "Terry with Chest[y]". They only use the "y" because her surname ended with the "i" sound, so their version would continue to rhyme with "Terry".
