When Barb said "lack of development", she wasn't talking about Teresa's height - she was still talking about her breasts. She was either made fun of because she had particularly large breasts, or perhaps she had extremely small breasts.
I would assume the former simply because "con" means "with" in Spanish, so they were calling her "Terry with Chest[y]". They only use the "y" because her surname ended with the "i" sound, so their version would continue to rhyme with "Terry".
