intention to back charge the Seller for the cost incurred

I would like you to help me to unravel the meaning of the phrase "intention to back charge the Seller for the cost incurred" which is found in the following sentence.

It is now the Contractor's intention to back charge the Seller for the cost incurred by the project of all work involved in correcting the non-conformance, all in accordance with General Conditions of the Subcontract.

An acquaintance of mine asked me to tell him what the sentence meant. It's the first time I have seen such a phrase (to back charge). I would expect "to charge back", instead.
