how to write a cover letter?

I will graduate from university soon. Now, I am busy for find a good job. And I wrote the cover letter and resume by English. I wonder how long should I write a cover letter? Wether the HR manager have a long time to read my cover letter and resume carefully or not. Or it should be simple.
