"A half-baked cookie is better than a raw cookie" is the sentence idiomatic?

does it mean "something is better than nothing"?

Welcome to the forums.

I have never met this particular saying, and I am not sure I like the idea of a half-baked cookie any more than a raw one. It seems to be some modification of the saying "Half a loaf is better than none". and yes, the intended meaning is that something is better than nothing.
