| I have not met this precise phrase, but have met "tiptoe round the question/problem", which means to approach it with great caution. |

| I have never heard that phrase, but my best guess would be that it is the same as dodging (or avoiding) a question. If you are avoiding asking a question, you are beating around the bush. If you are avoiding giving a straight answer, you are walking around it. Once again, that is only a guess! |
