Maybe it means not exactly answering one question, or answering it
not focusing on the main point. I do not think I have ever heard such
expression, at least I do not remember.

I think you should give us a little more context. Where did you find
that expression? What was written before/after it?

Well, I guess I am not answering your question, rather just walking
around it.

I have not met this precise phrase, but have met "tiptoe round the question/problem", which means to approach it with great caution.

I have never heard that phrase, but my best guess would be that it is the same as dodging (or avoiding) a question. If you are avoiding asking a question, you are beating around the bush. If you are avoiding giving a straight answer, you are walking around it. Once again, that is only a guess!

I wonder whether this phrase means "to hesitate to ask a question that might offend the one who'll answer this" . (Or the question is about a delicate issue so there is a hesitation
to pose)
