but this is a sarcastic way of saying good job right?

I doubt it means sarcarstic way of saying good job..
The sentence which you have mentioned is also incorrect and incomplete..

I have generally heard
"There is a long way to go"

Which means the speaker is acknowledging your effort or work however states that is a lot left and you need to complete it.

Alternately "Way to go" is also used ex. Yes, this the way to go.

In your reference to context, it can mean good job and acknowledges that this is the way it should be performed.

However i doubt it has sarcastic or negative implications..

It can be used in a positive or negative manner. I'll give you an example of each.

Positive, as another way of saying, "Good Job":
"You finished your project a day early and it looks fantastic. Wow, way to go!" In this case, the speaker is happy with the product that the other person produced.

Negatively, in a sarcatic manner:
