What does that mean, exactly? I heard that on That '70s show..

I think it's a spoof version of "If Pigs Could Fly" phrase meaning it's impossible, it won't happen, not a chance.

The statement "If a frog had wings, he wouldn't bump his ass ahoppin' " gives advice not to try to fix a problem using tools you don't have.
