What does it mean? For me it sound like a phrase used to describe amounts of something. For example,
It is an ocean full of desperate people outside the parliament protesting against salaries reduction.

I've never heard it before. I have heard, "It's a jungle out there." - meaning that it is dangerous. The only way I understand your term is if someone asked me what that large body of water is called, it's an ocean out there.

Alex, if you are describing a crowd of people and what that crowd looks like, you might say that there is an "ocean of faces" out there.
