It would depend on your intention. If you wanted to genuinely compliment someone, it would seem a prerequisite that you see them as they truly are. But if your intention was only to flatter, you could use the expression more loosely.
A man might have only two, one, or even none of the stated qualities; but if you were to say that to him, he would probably understand that you were just flattering him. Of course, he might also become spellbound by your apparent adoration and assume the blindness of your love made you see him as described. :)
