Lip service
Does the expression "lip service" has a meaning of flattery?
Is it possible to say, "She said that he looked cool, but it was just her lip service."?

Re: Lip service
'Lip service' means false flattery - just words, not truth.

Not quite.
If you pay lip service to something, you say that support it, but do little or nothing about it.
