I'm not sure what "a principal person" is, but one who goes back on his word is one who lies or does not do what he promised.

Usually there is a full moon only once a month. A full moon seen more than once a month is rare. Julius rarely visits his father.

People knew about the coup before it happened - someone told about the planned coup, they let the cat out of the bag.
4. It is foolish to count one's chicken before they are hatched.
Do not rely on something before you see it. Chickens are not really chickens until they are hatched (born).
5. During examination period, hardworking students burn the midnight oil.
The students studied late. The midnight oil refers to the oil used for lamps.
6. The provost works hard, but his only problem is he has many irons in the fire.
The provost has too many things going on at the same time. If you have one iron in the fire, you have to pay attention to that iron. If you have more than one iron in the fire, you cannot pay attention to all of them.

He took the advice given and believed it.
