What does the mean of "the reason people"?

I did search on the net but I do still not know its actual sense, whether its is idiom or regular saying.

It's not an idiom that I have come across. It sounds incomplete to me.

I am guesing that the original was something like:

I never understand the reason(s) people have for not giving sufficient context.

Or:

The reason people don't give sufficient context is that they don't know it's needed.
