I think it's the same as rec room which is a more common phrase in North American English. Rec room stands for a recreational room - it's located either in a family home or a public facility. This room is used for noisy birthday parties, award celebrations of sorts, get togethers etc.
The word rumpus suggests commotion, disturbence which is usually associated with loud parties. That's why a rec room would also be called a rumpus room.![]()
