The context isn't very clear. However, I'll try and give it a go.
To me it seems the sentence may mean the following
no matter how hard a Greek man's foreign wife will try to fit into her husband's Greek family,
she will never be regarded or treated as a Greek woman.

I think it means that after a woman gets married with a Greek man, though she may try very hard to understand the Greek culture, she still cannot fully incorporated in her husband's Greek family.

here Greek means- Co-operated, changed herself according to husband's family culture.
My understanding is that the family hopes a Greek woman to live with them, but the woman is probably not from Greece or she doesn't act like a Greek, etc...
English is a subtle language with a lot of innuendo and obfuscation....
I this case, (although the original example is to short to know the context) I would say it could be generalized to mean:
"No matter what, the woman (wife) will never be accepted as a fully integrated member of the extended family"
Could just as easily said: She'll never be Russian enough--She'll never be British enough--She'll never be Japanese enough--etc, etc.
