"its" = some country
The country will stop/discontinue exporting products to other countries and in the opinion of the writer, the practice will harm its (the country's) reputation among other countries that import/export products.
What statement/phrase are you referring to as an idiom?

Re: Meaning of Sentence
I can't find an idiom in that sentence, unless the suggestion is that "to do little for" is an idiom.
