Default Run Numbers out of and Run Something by Someone

    Hi guys,

While watching an episode of Entourage TV show I stumbled across two apparently meaningless expression to me.
The first one is Eric's line referring to Turtle:

"Your grandmother ran numbers out of a deli, Turtle!"
Q1: Run numbers; What does it mean?
The second is Drama's line addressing Brooke Shields:

"I just wanted to run something by you before I pitch it to the director."
Q2: Run something by someone; What does it mean? getting permission or advice?

    Thanks in advance,

For "run numbers" have a look here: Re: What does the phrase "Running numbers" mean
When you run something by someone, you tell them about it and get their advice on it.
