Maybe it's said about hard-handed (i mean strict and tough) people... It has to be an idiom, Google finds some pages with this expression.

It's not in common usage as an idiom, so I'd forget it. You'll just get strange looks. If you have to do very much research on an English idiom, chances are good that ... it's not one.

Actually I can't forget it... I have to make a translation. I just wanted to know approximately about what kind of people it is used. It's not literal... Google found this on a page: "our mayor has got the touch of a blacksmith" I'm sure it's not about his hands.

ok, just understand that it's not an idiom.... just some writer being expressive.
