1) My teacher recommended me:
OXFORD, Advanced Learner´s Dictionary New Edition, Fifth Edition

Have you got anything better?
I would like to go to university (in Austria) and i need a dictionary on that level (i dont want to buy another one in a few years so it should be on a high standard with many phrases, idioms, ...).

2) I am searching for a book with idioms. It should also contain the German translation (Redewendung).
For example:
to get one´s just deserts - seinen wohlverdienten Lohn erhalten
to pay dearly for sth. - et. teuer bezahlen
to have one`s fling - sich austoben
to miss the boat - Anschluss od. Chance verpassen
to finish off - den letzten Schliff geben
a drop in the bucket - ein Tropfen auf dem heißen Stein

For dictionaries, all the big publishers do decent dictionaries. Oxford have just produced a new edition, so it's up-to-date and should last a while. The other alternative is to go for a native speaker edition, but that might well contain less information of use to you. The Oxford dictionary is good, though, and you should find it stands you in good stead.

Not being a German speaker, I can't say for the idioms.

John, I sent a private message about the dictionary. The link for the idioms isn't working, but both the Oxford and Cambridge dictionaries of idioms are very good.
