Can you give us the context? It's not an idiom I've ever heard.
It's hard to give you any context, as I have heard it in many contexts. For example when sth. is confusing, or something doesn't work as it should.
I have often heard this phrase but I have never understood it. May be it is a hearing mistake of me![]()
