if it isnt a metaphor what is it?

It's a simile.

Similies and metaphors are very similar, but the difference is that a simile compares one thing to another with "as" or "like", or something similar.

"He was a wolf in sheep's clothing" - this is a metaphor.
"He acted like a wolf in sheep's clothing" -- this is a simile.
