speed rack

I'm trying to find out why this particular sort of racks is called "speed". And how to translate it into Polish.

Maybe you know the difference between racks and speed racks.

I'd appreciate your help.

I think "speed" in this context is more about the location and quick access to the contents of the rack:

OK- it does imply speed of access there. Sorry; I had no idea about the types of racks.
