Hello, everyone! I need help. What does this saying mean, please: 'gentlemen don't smoke before the queen is drunk'? Thanks!

What was the comtext? I imagine it might be a way of asking people not smoke as the queen isn't supposed to get drunk.

It is used at formal dinners/banquets when, after the dessert course, speeches and toasts are made. The last toast is usually to the Queen. After this toast, the gentleman may light their cigars. It should correctly be presented : "Gentlemen don't smoke until "The Queen" is drunk".
