What does the idom "You can say it again" means?

The exact idiom is, "You can say that again." It means, "I agree completely."

I think "You can say it again" may imply: "OK, you're all right."
Or, "I'm sure you're right."

You need to either add a with or drop the you, but these three are equivalent, to my ear:

I couldn't agree with you more

I couldn't agree more

You can say that again


Maybe You can say that again is very slightly less formal and I couldn't agree with you more is very slightly more formal, but the registers are very close.
