Blowin' in the wind
This issue has already been dealt with a couple of months ago, but I would like to have more opinions on the sayin: blowing in the wind.
Is it Dylans own expression? Does it have a negative sense or positive. Does it indicate that x is all around us just waiting to be grasped, dealt with. Or that x is impossible to get a grip on?
I hope I've made myself clear, but english is not my first language.

As far as I know, the expression pre-dated Dylan.
IMO, the connotation is neutral. I have always felt it referred to something that was all around us but difficult to grab.
