It seems pretty clear to me that "major" should be understood in the context of "majority"; i.e. a "major fraction" means more than 50%.
That is also the first thought that comes to my mind when I read "major fraction".

If someone where to say that to me, I would think large fraction or majority.

Perhaps it is thought of differently depending on what region the person has grown up in?
