Mere days later, biblical rainfalls turned to snow as overnight temperatures fell.
Does "biblical" here mean rainfalls of an epic-proportion (very heavy/torrential)?

Rainfalls like the ones in the biblical account of Noah's Flood - so "lasting a long time"/"causing widespread damage".

What I said about Noah is one interpretation. Another is that the word 'biblical' can be applied to any natural disaster: 'a biblical drought', 'a biblical famine'. This is a fairly recent usage (I've only noticed it over the last twenty-odd years, I think).

Anything described as being of 'biblical proportions' is a big event.
