The eyes have it

Hello,

I have come across the expression "the eyes have it", but I have been unable to find a satisfactory explanation of its meaning. I heard it in a situation where there was a vote and then the moderator said "the eyes have it", which seemed to mean that the vote was decided. I would also be interested in any etymology on such an expression, since it seems really odd to me.
