What dose 'to be on key' mean?

Often, it's used to say that something is accurately timed and/or perfectly appropriate. In tune with the moment.

What he said about Janey is (right/exactly) on key. She's marrying John for his money.

In the U.S., we'd say "on target" or less often, "on point" for that example. I've never heard "on key" used in that way here. I love learning how idioms are used elsewhere.
