A mountain top can be a peak which is the pointed top of a mountain or ridge or a plateau which is kind of flat area.

There is a meaning for plateau > one has reached a level and cannot advance from it. Often met with people on diets. "I am doing the Atkins diet, and have reached a plateau. My weight hasn't changed for a week."
I think this sentence, "A mountain top need not be a plateau", is suggesting that you can always go further.

"has" is not used here as an auxiliary verb, therefore we need to use "do" to form a tag question. Is that right? Could you please provide some more examples?
