My "I need an Idiom" thread

I'm searching for an idiom that would describe the following:

Someone is, some people are
-messing up
-raising hell
-creating havoc
-making problems

I hope you're getting the general idea.

If someone could toss me a few suggestion, I'd be very grateful.

They could be "young Turks" (Re: Young Turks). I've never known anyone object to this as 'racist' - it is, in fact, quite complimentary.

If you don't like that... {thinks}... "a bull in a china shop" is usually singular; but it'd be quite effective to speak about "a herd of bulls in a china shop".

Not exactly what I was looking for. I guess I should specify.

Let's say we're in a war. Let's say I need to clean out a small pocket of resistance. However, that small pocket is putting up a hell of a fight.

So, that pocket of resistance is raising hell / causing problems / putting up a hell of a fight.

I'm searching for an idiom for something like that...

In that case you might say the pocket of resistance was "causing us grief"; if someone is a constant source of annoyance it's "a thorn in one's side/flesh". Any closer?
