to take a swing at sb means to hit sy

To take a swing at somebody is to try to hit that person. You might not actually make contact, but you make a serious effort to do so. Anybody who takes a swing at somebody is not fooling around.

To me the expression also means "to make a serious effort, to give it a try."
I'm not sure I have the experience to be manager, but I'll take a swing at it.
