I think both phrases refer to someone who tends to look at the bright side of the things, and he might be miles too optimistic. Right?

When you turn a blind eye to something, you ignore it, while when you have rose-colored glasses, you fail to see them or think they are unimportant. There's a difference IMO.
For instance, an employer could turn a blind eye to his employees' unhapiness. He ignores it. If he had the rose-colored glasses, he would fail to see that they're unhappy, or would just think it's not their day or something. In the first case, he's being a bastard, and in the second case a fool. In either case he's a natural for management.
Is it any clearer? :D

2. G.I. Joe is an action figure (i.e., a doll for boys). The G.I. stands for government/general issue--a soldier.

Face the music means, deal with reality. Soldiers tend to do that, whereas children tend to create their own reality.
