I think it means "power" or 'influence"
This is the usage I've met too. But there's also the expression "carry no weight" ("his arguments carry no weight" [=have no force]), and - judging from the other posts - in some parts of the world the two expressions seem to have been conflated. If I heard a non-British English-speaker using 'carries no truck', I'd conclude that it was part of their language; but if I heard a British-English-speaker use it I'd assume that they had simply started off saying one idiom and got de-railed.
