Default The meaning of "A Touch of Style"

Dear sir,

I would appreciate if you could explain what this title means:
"A Touch of Style".

This is a phrase used for title of a chapter in a book - which is entirely dedicated to an anual event. The event is very traditional.

In this chapter, there are several pages of photographs which render people having fun at the event and also features their fashion.

Also, a sentence at the bottom of the chapter's first page, which
the title phase is written (largely in the middle) is,

"Fashion may change but the event still attracts elegant ladies (and gentlemen) every year. Long may it continue. "

At the top of the page it says, "Fun & Fashion".
No other words are in this page.

In my opinion, I think the phrase is simply rephrasing the word "Fasion".
I appriciate any suggestions.
