What is the real meaning of the phrase : I will go starkers before I put that on,?
Is it I will rather go naked before I put that on or I would be crazy if I put that on? or both?

Starker means going fully naked, stark naked or without clothes(bare body).
So the real meaning is: I will go stark naked before I put that on.

Ok, thank you, I was not sure, because I have compared translation of Harry Potter 4 from english to my language, and a translator translated the text like he would be crazy to put that on,
I have also seen it in the meaning of "crazy" but....mostly like stark raving ,

Yes, Raymott is right. The reason for the 'madness' red-herring is that the word "stark" has strong collocations with both 'naked' and 'mad' ('stark naked' and 'stark raving mad'). But starkers always means the first one.
