Default "what it is" and "what is it"

Hi! Please tell, is there any difference between "What it is?" and "What is it?" ?

"It is what it is" is a relatively new and often used AmE phrase - much to the consternation of most Americans. It was on the annual "banned words" (or phrases) list.

It is a way of saying one accepts the current situation. It can also mean: Things are as they are. What you see is what you get. That's the reality of the situation.

What is it? is simply a question.
