It reminds me of an idiom- with one's pants down.
with one's pants down
in an embarrassing position (as of being unprepared to act)

I guess 'let one's pants down' refers to make somesone in an embarrassing position, but I don't think it is an idiom. If you can possibly offer the context, people might be able to give you a correct answer.

After reading the context I think the phrase means, baring or exposing everything you have.
