[Idiom] Kicking up a rumpus

Hi,

I came across this idiom this week. I wonder what it means as rumpus, in the Oxford Canadian Dictionary, means: a disturbance, brawl, row, or uproar, and rumpus room means: a room, usually in the basement of a house, for games and play.

I took it from this sentence: "They were kicking up a rumpus when the police arrived". Where they fighting? Where they making too much noise?

rumpus is a synonym for fuss. There is an idiom : kicking up a fuss : which means to complain loudly about something. So we can conclude that the meaning of kicking up a rumpus is that they were complaing loudly.
