Are they acceptable? Which is better?
(1) In stead of pinning the fault on others, the governmental officer takes the entire responsibilities.
(2) In stead of blaming the other people's fault, the governmental officer takes the entire responsibilities.
I would say it sounds more idiomatic to talk of someone taking full responsibility. Also without the definite article 'the'.
Take the blame [for something].
Take [full] responsibility [for something].
